Len Long welcomed our newest Unit Commissioner from Pack 50, Ivey Elliker who is a member of Christ. Esp. Church. Ivey lives in Fairfield Harbor. Ivey gave us a little background history on himself. He is originally from England. He is a retired Marine Surveyor. He has been involved in Scouting since 1956, serving in several positions over the years. He was a Unit Commissioner in Maryland. He has leader Woodbadge, Commissioner Key, and Scouter Key. He has made his ranks through Scouting as leader, Cubmaster and Scoutmaster as well. He has been here in North Carolina since 1999, and has been trying to get hold of someone since he got her to get involved in Scouting. He is looking forward to serving in our area. Concerning his Woodbadge, he attended shift training at a Camp for Professional Scouters - he is of the Bob White group.

Announcement - the minutes for August meeting went to Germany, no one has a copy.

Opening -

Len - as is our new policy, we will have an opening prayer and then the Pledge of Allegiance.

Opening prayer was done by Jae Logan

Pledge of Allegiance was said by all, with using Brian McGuire as our stand in flag.

Recognition -

no particular ones at this time. Jimmy Shine needs to be recognized for putting up

with Len all day.

Len has registrations cards - if you do not have one, see him.

Handout - the 9/11 prayer, he got copies made by Elizabeth, she did 100 copies for

him to pass out.

Commissioner Training Topic - Jimmy Shine

1 - Learning for Life -

They have 20% of the recharter packets already handed out

May be able to have 60% by Wednesday afternoon

Jimmy and Len are to inspect the Camp Wednesday afternoon, plus attend

the Commissioner Cabinet at 7:00 tomorrow night. Will take about

2 hours to inspect the camp.

2 - Discussion was made as to whether they would come back to New Bern before heading to Greenville, and was decided to come back, because Dan is planning on going with them to the Cabinet Meeting. They will leave at 6:00. Darlene is going to try and go also.

3-The Commissioner Cabinet meeting is to have some discussion on the current appreciation of Pack Master - they have the new 2000 copy. Dan has a copy of the old one.

 

4 - College of Knowledge is in January on the 11th

at Pitt Community College

There are 3 outstanding programs. Dawn Fits has the Boy Scout end. Farrow has the Venturing and Special. And Dan is our Den of Cub Scouting. There are 17 courses for the Cub Scouts, and about 17 for the Boy Scouts and Venturing. Commissioners will have a training also. Everyone needs to go. Can take up to (5) classes, each are 50 minutes long. Will be like going to school, some classes are taught several times, so that you can get them at different times. Hopefully will be a big success.

Questions -

about the Commissioner Cabinet for Wednesday night

it is held at Parker’s BBQ which is on Hwy 11 in Greenville, supper at 7:00, cost is about $10.25 with tax for the meal.

ADC - Boy Scout - Bob West is absent - no report

ADC - Cub Scout - Jay Logan -

1 - Was suppose to get with Brian last Monday, did not get together because of weather. They were to meet at Riverbend Baptist Church concerning the new Pack. Jae went at 11:00, Len and Brian got there at 9:40. Jae talked with the Pastor from the Church. The Church is putting emphasis on the Iwanis Program, instead of Scouting. He would like to pray over the matter, and let God lead him in his discussion. He would like to have good quality people for the Pack, would also like people from the Church to serve as leaders. Jae said he is not sure that he has enough people to run both programs.

The Iwanis Program is mostly in Baptist Churches - it gives them Spiritual values, some of the programs is like Cub Scouts with derbies and events, this is a boy / girl program, older kids is similar to our Venturing Program since have both boys and girls.

 

Ron Cherry said that his daughter had been in the program, they met one night a week, did nothing on weekends. By the time they reached 13 or 14 there was nothing for them. There are 3 to 4 Churches in New Bern that have good strong program -

Brices Creek Bible Church, Temple Baptist, Tabernacle, and Colony Baptist.

Len said that there should be no competition between the Church Programs and Scouting. Pack 413 was started, and now the Cubmaster has transferred, so now there is no leader there.

The Pastor of the Church is concerned about what the Church as to do with Scouts.

Looks like Pack 413 will not make it, may be possible to get a Venturing Crew to come forward from the Church.

2 - Cub Family Campout is in October - Jae has not been contacted - may have a

conflict with the dates - Croatan is having a Campout along in the same time.

3 - Jimmy Shine saw Sandra Perry from Pack 57, she told him they had 26 Cubs and the Troop had 5 or 6 boys. Len said that Jimmy Brinkley had been asked to

look in on them, but had not done it yet. Sandra said that the Boy Scouts were

going to go camping with the Cubs at Bonner.

ADC - Venturing - no report - Steve is not here - has not been in some time.

Len - there is a Sea Badge Training at Cape May in New Jersey, anyone wishing to attend, see Len for application.

ADC - Schools - Jimmy Shine

1 - They have passed out Packets, and are ready to pick back up.

All are out in the City, except H. J. McDonald and Bangart.

Will try and get Vanceboro and West Craven Middle School on Wednesday.

That will leave Pamlico and Jones Counties.

2 - October 9th - Special Scout Day @ NBHS

Things seem to be falling apart, need HELP!

Tim Mitchell will not be able to come

The New Bern Fire Dept. Clowns can not come due to a training that week.

Looking into getting a K-9 demonstration - Jimmy has called Capt. Decker, but has not heard back from him. He called on Tuesday.

Need some help with activities, the program is not going well this year.

Will need some help setting up the tents. They are really feeling the loss of Bill Dittman’s help. He is in the hospital again.

Dan suggested checking with the MP’s at Cherry Point, they have a K-9 unit

Jae will check with Chris O’Jingle to see if they can come. Would like to do three different times, or just one large demonstration. Whatever they can get will be helpful.

Boy Scouts - Roundtable - Dan Grummert

1 - handed out notes from the last Roundtable. They had 4 troops represented with 5 in attendance. They worked on "How to plan a year", some of the Units were not familiar with this.

2 - a couple of months ago, at a Roundtable, is was mentioned about doing a recognition award for the Units. Dan handed out a worksheet to consider - the Baden-Powell Worksheet. Would be for any unit - recognize the top two units. Maybe do a plaque, for could do ribbons for all units who participate. Would the Commissioners be able to do this.

Len said that Brian mentioned it at the Key 3 meeting. Len said that this would need a Captain. Suggested to bring this before the Dist. Committee and let them handle it. This would be a year long program, and could get started in January and run with the full year. The Dist. Committee will re-organize in November. Would be nice for the others to get involved in the program a little more.

3 - Dan said that Ken McCain is still looking into the scarf material for the Council Commissioner Tartan. One suggestion was to give a little square to recognize scouts from different units. Ivey said that there were some places in Western N.C. where the fabric may be found. NC has it’s own Tartan fabric. Jimmy Shine said that the Tartan can be gotten in wool, but was looking for a cotton fabric is possible. Ivey will check to see if he can found some of the listing in the magazines that he has.

4 - Discussion on the English Pea fabric -

Darlene has made a contact with Hancock Fabric in Greenville. The cost of the fabric is about $11.50 per yard. It has to be bought in a whole roll - 50 - 60 yards, or a half roll - 25 - 30 yards. If we need less, then will have to try and find a store on the Internet to see if can get only 15 yards.

Suggestion made that every Commissioner pay the $12 to cover their own scarf and to provide one for new members, then when new members come in they can pay the same price, to put money back for the project.

Will have to have someone to help with sewing the scarves. Miss Agnes sewed them last time some were done. Darlene mentioned that she sews also. Not sure how many scarves can be gotten from a yard of fabric, may be able to get 4. If so, then the cost of the scarf would not be that much. We need about 25 scarves now. Would like to keep the English Pea Scarf because it is for our District, and we are special.

 

No discussion was made on the purchase of the English Pea fabric yet.

We have two projects going on with the Scarves.

Cub Scouts - Roundtable - Darlene Whitfield

We had about 20 in attendance. Discussion was made on the Fall Campout. Elizabeth is in charge with the help of Linda Hill. They are suppose to send out a registration form to the Cubmasters. Cost is $25.00 for the weekend.

Other discussion was on the Bike Rodeo - it was to be on Sept. 21, but it has been told today, that it is being moved to Oct. 19th, so that the leaders can come to Cub Basic Training on the 21st.

Discussion about copies being made - we have been using John Thomas’s office. We need to get back over to Encee Chemical and try to use that resource as well. Elizabeth will do some copies for Len.

Venturing - no report -

1 - Recharters - October / November

Len said that he needed to get the Charter Packets from Council tomorrow at the Cabinet Meeting. The Learning for Life Charters have been given out. All the traditional units will expire on 12/31. This includes Exploring and Crews. Len does not have any information on the Model U.N.

2 - Brian is to handle the JROTC’s at the schools, he is working on the West Craven Venturing ROTC unit.

3 - Jimmy and Len have the Explorer Post (there is 1) and the traditional units - Packs and Troops.

4 - Commissioner Service - October 15th -

at the next meeting the Training Topic will be a Training on Recharters

Need to have a representative from each unit presented to pass out the recharter paperwork to. This needs to be the Scoutmaster, Cubmaster, Committee Chairman, or the Institutional Representative. Whoever is in charge needs to be here to pick up the re-charter packet. They will be trained on how to fill out the re-charter and sign for the packet. We have 60 units to pass out.

The purpose of the training will be to explain the worksheet, need to have a boy count, leader count, multiply by the $ amount. The SM or CM will mark out the boys that are to be deleted. Since all the "new" boys that have just registered only paid up til Dec. they will have to be included on the new re-charters. The cost will be $20, which will include $11.00 for registration for the year and $9.00 for Boys Life. Boys will need to be told that it will cost them either $11.00 or $20.00 depending on if they want the Boys Life Magazine.

Then at the November 19th - Commissioner Meeting -

We will meet with the same people to turn in the charters. The paperwork should be completed, checks written, and all paperwork signed by the proper person.

Discussion was made that we would need to feed the crowd. The District Council

should furnish the drinks and Pizza for the Re-Charter Party. Need $30.00 each month for Roundtables.

It has taken 3 years to get the District to the same re-charter time frame.

Have finally gotten all the Units to re-charter for December, our last units were

T13 and T584.

Will need every Commissioner to re-enforce each other. Roundtable Commissioners to blitz the District.

Since May - Len has not received anything from Council about the new charters, he was to get the paperwork, and the cards were to be mailed to the boys. He has gotten nothing yet. There are two new units awaiting paper work - P413 and P2500

P58 sold BBQ plates in front of the mall.

T132 was at Lowe’s for the hot dog special.
